Agent Cooper is much closer to the archetypical Federal agent than her partner, Special Agent Drummond. She is in her early 30s, hard as steel, and sharp as a knife. Like Drummond, she is incorruptible, but she is much more likely to use the "hard option" in a confrontation. Her rationale is that she would not have been called in if the situation was at all ambiguous.

Cooper has a deep hatred of the Humanis Policlub. When she was younger, Cooper feel deeply in love with an elven man named Derek Rosebower. Unfortunately, Della and Derek were in the wrong place at the the wrong time and Rosebower died in a drive-by shooting committed by a Humanis Policlub member. The policlub disclaimed responsibility, attributing the attack — rightly, as it turned out — to a deranged individual who only happened to be a Humanis member. Cooper rejected this explanation, of course, and blames the policlub for her lover's death and the loss of her left arm. This event motivated Cooper to enter the Bureau.
