Legate started his shadowcareer working with low-level talent from out of town. He initially had trouble breaking into the network because he didn't know anyone who wasn't already working with a more well known fixer. A fluent linguist, he began building his stable of runners with people who had trouble breaking in from the other side.

Eventually he got some local-bred talent once his reputation improved, but "foreign" runners are still his bread and butter. He operates primarily in the Seattle Metroplex, as do most of the Johnsons he gets jobs from. His clients still tend to originate outside of Seattle, both internationally and other parts of the UCAS.
