The team spends over a week, working quietly to rearrange the survivors into smaller cells and instruct them on what features make for a good hideout. They specifically avoid helping them find actual locations, believing it would be better to set up a series of dead drops and non-English and non-Japanese keywords (leveraging Mukami Hyland's language abilities) for future communications.
Find new base, check if floor 10 has power, amount of patrols vs unpowered floor.
Floor 10 still has power, but you discover that Level 11 is full of holding pens like Floor 31.
Finding other groups in order, Bullet Town, Low Garden, Cinema Crew, then the Five Runners. See if they are willing to work together.
Bullet Town (6) - Gallardo & company are willing to participate in exchange for food and information. They realize that they can't go it alone. They're willing to share ammo and guns in exchange for moving their stockpile.
Low Garden (4) - Willing to participate; deepColour joins them so he can collaborate with Urasai-chan.
Five Runners (5) - Unable to locate at this time.
Cinema Crew (33) - Roughly half of the original 60+ have already left.
Train people and organize into cells, come up with some method of code to identify selves and communicate.
Obscure Language as Cypher - Garbo knows Lakota, Liam knows Gaelic, and Mukami can learn both easily. She also knows Zulu and Oromo. She's willing to play communications hub.
Ursai-chan and deepColour will work on making more of her LED pointer projectors.
Communicate with Shinko and Hotaru, trade information and resources. Looking for info on locations because they can get where others can not.
Set up listening outpost (Matrix), gets Matrix Message/Info passively and can work on its own just recording. Group would check up on time to time.
Not practical; there's entirely too much data zipping around to be collected passively.
Gathering information about what is going on to hand over to breaching parties.
Setting up a place for Saffron to do group training that is not Saffron's Home Base Cell.
