The team spends over a week, working quietly to rearrange the survivors into smaller cells and instruct them on what features make for a good hideout. They specifically avoid helping them find actual locations, believing it would be better to set up a series of dead drops for future communications.
They reach out to the other groups they've found, and make various deals to get them to work together:
- Gallardo and his six Weapons World co-workers realize that they can't go it alone. They are willing to participate in exchange for food and information. They're happy to share ammo and guns in exchange for moving their stockpile to a more secure location than the Level 3 Mall.

Set up listening outpost (Matrix), gets Matrix Message/Info passively and can work on its own just recording. Group would check up on time to time.
Not practical; there's entirely too much data zipping around to be collected passively.

Setting up a place for Saffron to do group training that is not Saffron's Home Base Cell. Find new base, check if floor 10 has power, amount of patrols vs unpowered floor.
Floor 10 still has power, but you discover that Level 11 is full of holding pens like Floor 31.
