Finding other groups in order, Bullet Town, Low Garden, Cinema Crew, then the Five Runners. See if they are willing to work together.
They reach out to the other groups they've found, and make various deals to get them to work together:
 
* [[Aaron Gallardo|Gallardo]] and his [[S01E03#Welcome to Weapons World|six Weapons World co-workers]] realize that they can't go it alone. They are willing to participate in exchange for food and information. They're happy to share ammo and guns in exchange for moving their stockpile to a more secure location than the {{Level|3}} Mall.

They divide people into cells, with most of Gallardo's men and the work crew are split up evenly. The Weapons World salesmen are not soldiers, but they're all accomplished marksmen, familiar with their products and capable of teaching their safe use.

Obscure Language as Cypher - Garbo knows Lakota, Liam knows Gaelic, and Mukami can learn both easily. She also knows Zulu and Oromo. She's willing to play communications hub.

Ursai-chan and deepColour will work on making more of her LED pointer projectors.

Communicate with Shinko and Hotaru, trade information and resources. Looking for info on locations because they can get where others can not.

Set up listening outpost (Matrix), gets Matrix Message/Info passively and can work on its own just recording. Group would check up on time to time.

Not practical; there's entirely too much data zipping around to be collected passively.

Gathering information about what is going on to hand over to breaching parties.

Setting up a place for Saffron to do group training that is not Saffron's Home Base Cell. Find new base, check if floor 10 has power, amount of patrols vs unpowered floor.

Floor 10 still has power, but you discover that Level 11 is full of holding pens like Floor 31.
